AGM Proposals & RackEmApp

Below are the proposals and nominations received for next weeks AGM.
We also wanted to let everyone know that from next season we will be changing website providers from The League Crowd to RackEmApp.
With RackEmApp you complete the scorecard on your phone as the match is played, which enables live results and tables to be updated instantly. Stats and 8-balls are also tracked on cup matches and it doesn’t have the intrusive ads that the current site has. Errors have also become more frequent on the current site and the developer stopped responding to emails about a year ago so a more serious failure could leave us in a difficult situation.
There will be more about this when registration opens for next season but we needed to announce it now because it will require a change to the rules regarding result submission (proposal 4 below).

PROPOSALS

Proposal 1 (committee) – clarify the intended change to scotch doubles from last year’s AGM
2.12 Doubles: – format to be Scotch. Once a member of the team addresses the table they are not allowed to consult with anyone until the visit is complete. Breach of rule will incur firstly a warning and then on second occasion a foul consisting of two visits. On third occasion the frame will be awarded to opponents.
to be replaced with:
2.12 Doubles: The format will be Scotch Doubles. Discussion between partners is allowed at all times, provided it does not unduly slow down the match. If play is deemed to be unreasonably slow, a shot clock may be introduced at the tournament organiser’s discretion.
Proposal 2 (committee) – Re-wording of rule 2.15 to give greater flexibility on format of competitions and to establish a standard for separating a tie
2.15 Singles format up to Quarter Finals best of 5 frames; Quarter Finals best of 7 frames; Semi Final best of 9 frames and the Final to be best of 11 frames. Doubles format up to Quarter Finals best of 5 frames; Quarter Finals best of 5 frames; Semi Final best of 7 frames and the Final to be best of 9 frames.

2.15 Competition formats will be at the tournament organiser’s discretion, depending on the number of entries, available tables, and time constraints. Matches will be played to a minimum of:
· All rounds up to and including the Quarter-Finals – best of 5
· Semi-Finals – best of 7
· Final – best of 9
If a group stage is used and two or more teams are tied for position, ties will be decided by (in order): results against each other, then frame difference, and finally a single-frame playoff.
Proposal 3 (committee) – Play some comps in winter season only
Change the under 25s, 25-49, over 50s and 3-man comps to winter season only as there are not enough free Sundays in the shorter summer season to play all current comps without clashes with other events.
Rule change:
2.17 to hold a singles comp only for people between the age of 25 and 50, as well as over 50’s under 25’s, Ladies and 3-man competitions.

2.17 Competitions to be held every season: Cat 1 Singles, Cat 1 Doubles, Cat 2 Singles, Cat 2 Doubles, Ladies Singles. Additional competitions to be held every winter season: Under 25s, 25-49, Over 50s, 3-man
Proposal 4 (committee) – Reporting of results
Remove all of section 5 about reporting of results and replace with:
5.1 Teams must complete the scorecard as the match is played using the RackEmApp website or app. The home team is responsible for submitting the scorecard, and the away team must approve it upon completion of the match.
5.2 Teams that fail to complete the end of match process of submitting or approving the result by midday on Wednesday may be deducted two points. Failure to comply in a cup match will result in disqualification from that cup. Three such sanctions in any one season will result in expulsion from the league and the team’s results being expunged.

If a player is significantly disruptive at a one day event they can be removed at the time and/or banned from all one day events for a set period.

Singles and doubles to be played from 7pm over more than one day

Proposal 12 (committee) – Addition of a cut-off time for all-day comps – to be withdrawn if proposal 11 passes
All-day events will be subject to a cut-off time of 10pm. Any matches that have not started by the cut-off may be carried over to a future date, unless all players involved agree to continue after 10pm. Matches already in progress at the cut-off should continue until completed. Any player or team leaving before the cut-off time will be deemed to have forfeited their place in the competition.

For the rules to deduct points if scores are not in on time to stand no 2nd chances ( only in extreme circumstances such as illness etc should there be an exception)

But still a Vice captain is there to pick up the slack of this when needed
